How it worked
With new countries queueing up after the break-up of Yugoslavia, the Soviet Union and Czechoslovakia, the EBU held a one-off televised round in Ljubljana six weeks before the contest. Seven countries that had never taken part sang; one juror from each voted; the top three went to Millstreet. The four that missed out all made their debuts a year later, when relegation replaced the qualifier.
