The story

Russia is excluded, and Ukraine wins with the biggest public vote ever

Russia invaded Ukraine on 24 February 2022. Eleven weeks later Ukraine won the Eurovision Song Contest, with more votes from the public than any song had ever received.

Russia is excluded

Ukraine’s broadcaster asked at once for Russia to be removed from the contest and its broadcasters suspended from the EBU.

The EBU’s first answer was no. The contest was a non-political event, it said, and both countries could take part.

That position lasted about a day. Nine other broadcasters, most of them Nordic and Baltic, asked the EBU to think again, and Finland and Estonia said they would withdraw if Russia stayed. On 25 February the EBU announced that Russia would not compete: including it, the statement said, would bring the contest into disrepute.

The next day Russia’s broadcasters announced that they were leaving the EBU. Russia had not yet named a singer or a song.

Ukraine’s two winners

Ukraine had already changed its entry once, before the war began.

Its national final on 12 February was won by Alina Pash. Under a Ukrainian rule brought in after the row of 2019, nobody could represent the country who had entered Crimea illegally since 2014. Two days after the final an activist alleged that Pash had done exactly that in 2015, and that the papers she had submitted to show otherwise were forged.

The broadcaster asked the border service to check. It emerged that a member of her team had handed in falsified documents, and on 16 February she withdrew.

The place went to the runners-up, Kalush Orchestra, and a song called “Stefania”. On 14 March the organisers confirmed that Ukraine would still be coming.

Turin

Italy staged the contest in Turin, with forty countries taking part. Armenia and Montenegro returned.

The stage had a centrepiece that did not work. Italian newspapers reported on the first day of rehearsals that the “kinetic sun”, a set of moving arches, could not turn as freely as intended and would not be fixed in time.

A pro-Russian hacker group attacked Italian government websites during contest week, and the contest’s own site and voting platform were among the targets. The attacks failed.

Six juries

During the final the EBU put out a statement. In the second semi-final, six national juries — those of Azerbaijan, Georgia, Montenegro, Poland, Romania and San Marino — had shown irregular voting patterns. Their votes had been thrown out and replaced, in the semi-final and the final, with results calculated from countries that usually voted in a similar way.

Belgian television later reported that the six had agreed to vote for one another.

Several of the broadcasters objected loudly. Romania, whose own jury would have given its twelve points to Moldova, accused the EBU of changing the rules and threatened to pull out of the contest.

The result

Kalush Orchestra finished their song and their frontman shouted an appeal from the stage: help Ukraine, help Mariupol, help the defenders of Azovstal. Political statements are against the rules. The EBU ruled that this one was humanitarian, not political.

The juries put the United Kingdom first, and Ukraine fourth.

The public vote was something else. Ukraine received 439 of the points awarded by viewers, the highest total in the history of the contest, and won with 631 points overall.

“Stefania” was the first winner sung entirely in Ukrainian.

The United Kingdom’s Sam Ryder was second with “Space Man”, Britain’s sixteenth runner-up finish. Spain was third and Sweden fourth. Germany came last.
